TIE for silicon wafer manifacture

I have am in the middle of a TIE for a wafer manifacture. They are having a problem with C. Dubia acute and chronic. The FHM do not seem to be effected. Metals scan shows little to no metals present. There is nonionic and anionic surfactants but again the fish are not effected. Nitrates are around 400 ppm but conductivity is low so is TDS. I have done pH treatment and C18 column with no impovement. there process uses nitric and HF but they neutralize and ppt out the fluoride, with aluminum clorohydrate. They are using a polymere in the process of WWT. Has any one had a case like this or have ideas where i should go from here? Has anyone seen a surfactant effect C. dubia but not FHM? any help would be appriated.
