Acute toxicity failure

We recently began a surface water discharge from our WRF that requires acute and chronic testing. We consistently pass the chronic with no problem, but cannot pass the acute. Our problem is with Cyprinellas leedsi. The Ceriodaphnia dubia survival rate is always 100%. We have ruled out Ammonia. Any ideas? Thanks!
